Department Purpose.
The main purpose of the department is to train highly scientific and pedagogical level of teachers, competent, competitive specialists in the labor market.
DEPARTMENT HISTORY
In 1959 in Przhevalsk State Pedagogical Institute was opened the faculty of music and pedagogy. At this faculty, two departments were formed: the Department of Pedagogy and Methodology of Elementary Education and the Department of Music. The chairs trained teachers of primary classes and music.
In 1966 the department of music was transferred to Osh State Pedagogical Institute. Since 1974 the department of pedagogy and methodology of elementary education became a structural subdivision of geographical faculty. The department was headed by H. D. Dotaliev.
The Department of Pedagogy and Methodology of Elementary Education in 1974-1979 was headed by composer Tugolbai Kazakov. In 1974-1979 the department was headed by famous choirmaster Toktomush Turdumambetov. The department of pedagogy of elementary education received the status of an independent faculty in 1977, Associate Professor S. Ybykeev was appointed Dean. Since the end of 1985 the faculty was headed by A. Sarbagyshev.
In 1988, Przhevalsk State Pedagogical Institute was transformed into a branch of the Kyrgyz State University. The Faculty of Education was established on the basis of the Faculty of Philology. In connection with the reorganization, two departments were opened at the faculty: Kyrgyz language and literature and preschool pedagogy and methodology. Associate Professor A. D. Mansuza served as dean of this faculty.
In 1994, the Faculty of Pedagogy and Methodology of Elementary Education was reorganized as a department of the Faculty of Philology, this department was served by the Department of Pedagogy and Methodology of Elementary Education.
By the decision of the Academic Council of PSU in 2006, the Department of pedagogy and methodology of primary education was attached to the Faculty of Philology, pedagogy and art.
In 2012, the department was joined specialty “Music” and the department became known as Elementary Education and Music.
Due to the reduction of the specialty “Music” in the 2014-2015 academic year, the department was reorganized and named the Department of Elementary Education.
Since 2021, the Department of Elementary Education was reorganized into the Department of Preschool and Elementary Education.

- In the field of education the purpose of GPE EP in the direction of training 550700 Pedagogy is: preparation of the teacher, capable of solving professional problems of continuous competence-oriented education in the conditions of the rapidly changing world;
- In the field of personality education the aim of GPE EP in the direction of 550700 Pedagogy is the development of socio-personal qualities of students: purposefulness;
- Organization, responsibility, citizenship, communicativeness, tolerance, etc., improvement of general culture, striving for self-realization and self-improvement in the profession within the framework of continuous education and self-education;
- The purpose is consonant with the mission of the educational organization GPE EP in the direction of training 550700 Pedagogy with an academic degree Bachelor is: the formation of graduates of high personal qualities and knowledge of human cultural values that contribute to the social and economic development of the Issyk-Kul region and social mobility;
- The goal is consonant with the demands of the potential consumers of the GPE EP in the direction of training 550700 Pedagogy with an academic bachelor’s degree is: training competitive primary school teachers capable of combining several social statuses (educator, psychologist, second mother, fair judge, organizer, actor) in work with children’s groups, according to the chosen profession and demanded in the regional, national and international labor markets.

Teachers of the department released 3 textbooks under the stamp of the Ministry of Education and Science of the Kyrgyz Republic (G. Satysheva “Kyrgyz language”, “The Kyrgyz language in Russian schools”, N.T. Cholponkulova, T.A. Baitikova “Age psychology”), developed 12 textbooks, 2 dictionaries. More than 100 scientific and methodological articles have also been published.
On the basis of the department operates the Center for psychological and pedagogical diagnostics and consulting, which aims to provide advisory, diagnostic services, and professional development of teaching staff. As well as an inclusive laboratory within the framework of cooperation with the Eurasia Foundation in Central Asia. On the basis of the laboratory, joint online meetings are organized with the Foundation for educators promoting inclusive education, involving students in inter-university quizzes, writing projects, holding conferences, etc.
Educational work is carried out by teachers on a regular basis. Tutors conduct conversations, debates, various events dedicated to significant dates, where students are taught a sense of patriotism, skills of analytical and critical thinking, assessment of the modern world with a focus on national and universal values. Students in the Department of Preschool and Elementary Education are distinguished by responsibility, civic engagement, cohesion, great enthusiasm and communication skills. They actively participate in university life, participate in international and national competitions, contests, seminars, show their activity outside the university life.
So, for example, the student of group P-41 Kalysbek uulu Alymbek took part in the XXIX – World Winter Universiade (Russia, Krasnoyarsk, 2019-;
Kasymalieva Saikal, Attomirova Zhanara, Turdakunova Dilbara, Marsbek kyzy Begimai, Kanatbekova Zhyldyz and Karybaeva Zinat took a 6 month interactive training course for youth leaders “Dilgir” on the Issyk-Kul region. The course provided students with skills in leadership, effective communication, working with youth, strategizing, writing social projects and business planning. During the course, Begimai, Zhyldyz and Zinat received small funding for social projects. Students received a state certificate at the end of the project.
This course is funded by the German Society for International Cooperation (GIZ), and has been held since 2014 in the Kyrgyz Republic.
Urbekova Aliya and Namyrzhanova Svetlana actively show themselves in sports. Aliya is a participant of many chess tournaments, and Svetlana is the winner of toguz korgool tournaments.
Kubanychbek uulu Taalai 2nd year student acted as a delegate from Issyk-Kul oblast to the Republican Youth Congress. The event was attended by Deputy Chairman of the Cabinet of Ministers Baisalov E., Minister of Culture, Information, Sports, Physical Culture and Youth Policy Zhamankulov A., Minister of Justice Baetov A., Minister of Economy Amangeldiev D., two-time champion in freestyle wrestling Tynybekova A. and others. At the moment, Taalay actively promotes the interests of young people and initiates activities with young people.
As part of strengthening partnerships and professional development, teachers of the department visit partner educational institutions, hold joint events (conferences, round tables, trainings), work on research projects:

- Adaptation-pedagogical practice – Semester IV (2 weeks);
- Basic professional practice – semester VI (5 weeks);
- Professional practice – VII, VIII semesters of training (5 weeks).
Bases for practice are 191 schools in the Issyk-Kul region, with which the K.Tynystanov Institute of State University has concluded agreements and provided the opportunity to practice in all schools.
The material and technical base of K. Tynystanov KGU meets current fire safety rules and regulations and provides for all types of disciplinary and interdisciplinary training, practical and research work of students envisaged in the curriculum.
To carry out the educational program of primary education, there are the following rooms: (No. 109, 2nd corps), No. 309, No. 316, No. 320, No. 327, 329 (a, b), No. 330, No. 331, No. 324 (a, b), No. 334, No. 336, No. 337, (No. 408, 2nd corps).
There are 8,612 books and 110 electronic books in the library for pedagogy and methodology of primary education.

Master’s Program
The Department of Preschool and Elementary Education is implementing a master’s program in Pedagogy. During the entire period, the program has trained 40 master’s students who are successfully working in the field of education in Issyk-Kul region and other regions of the country. At the moment 32 master students are studying at the department. They actively participate in the life of the University and the Department, conduct research, the results of which are published scientific papers.
