History of the creation of the department
The Department of History, State and Municipal Administration was founded on September 1, 2021. on the basis of the Department of History, State and Municipal Administration.
The Department of Philosophy and Sociology has an 80-year history and takes its rightful place at Issyk-Kul State University named after. K. Tynystanova. The department has made a significant contribution to students receiving quality education. In 1995 at ISU named after. K. Tynystanov began accepting applicants for the specialty “History and S.E.D.” Students were trained in this specialty at the Department of History, Cultural Studies and Political Science.
Candidates of historical sciences Ivakov A.N., Asanalieva J.B., Zhunushev T.Zh., Dzhaparov B.J., Ishenbekova N.T., Ashymov Sh.A. took an active part in the foundation of this discipline. In 1996, the department was renamed the Department of History and SED. Since 1995 to 2003 The discipline “History” was located at the Faculty of Economics and Geography, and then at the Faculty of History and Geography.
In 2003-2004 On the basis of the discipline of history, an independent department, the Faculty of History, is formed.
At the end of 2005 On the basis of the faculties of pedagogy and history, the faculty of history and pedagogy is being formed, since May 2006. The Faculty of History and Regional Studies is formed. And starting from 2014, in connection with the addition of the Department of Tourism, the Faculty of History and Tourism was formed. Since September 2019, the Department of History, Philosophy and Sociology has been formed, which is part of the Faculty of Kyrgyz Philology, History, Pedagogy and Art. Since September 2021, the Department of History, State and Municipal Administration has been formed as part of the Faculty of Economics, Tourism and History.

Social educational work
Educational work at the department is carried out in accordance with the developed educational work plans of the university and faculty.
History students take an active part in all extracurricular activities. They participate in sports events such as wrestling, sambo, boxing, athletics, chess, toguz-korgoon, etc. It is held at the level of ISU named after Kasym Tynystanov, city, region, republic and international scale. Current problems of improving state and municipal governance in the context of digitalization, etc. Various student trainings are conducted in various areas, the formation and development of student youth in particular. The hostel organizes round tables, discussions and debates on significant dates.

The main educational program in these areas is a system of documents developed and approved by the university, taking into account the requirements of the regional labor market based on the educational standard of higher professional education, approved by order of the Ministry of Education and Science of the Kyrgyz Republic No. 1578/1 dated September 21, 2021.
Educational program direction: 580900 “State and municipal management” – training profile “State and municipal management”.
The main educational program in these areas is a system of documents developed and approved by the university, taking into account the requirements of the regional labor market based on the educational standard of higher professional education, approved by order of the Ministry of Education and Science of the Kyrgyz Republic No. 1578/1 dated September 21, 2021.
The teaching staff of the department purposefully works on educational and methodological support of the educational process in accordance with the requirements of the State Educational Standard of Higher Professional Education. The content of curricula, syllabuses and educational and methodological complexes is updated annually in accordance with the general trends in the development of historical and state and municipal management science and taking into account methodological recommendations. Much attention is paid to new challenges in the modern education system regarding the use of electronic media and IT technologies.
The department regularly participates in international projects through the Soros Foundation-Kyrgyzstan, Erasmus-Mundus, US Embassy in Kyrgyzstan, Aga Khan Foundation, USAID, TEMPUS, etc.
The department successfully cooperates with other universities in the country – Bishkek Humanitarian University named after K. Karasaev, KGNU named after J. Balasagyn, Kyrgyz-Turk Manas University, AUCA, as well as with universities from far and near abroad (KAZGU named after al-Farabi).
Teachers of the department regularly participate in international and regional conferences, symposiums and forums, giving reports and presentations on the topics of their scientific research.
Methodological work of the department
Associate professors and teachers of the department of history, state and municipal, successfully develop and publish teaching aids, scientific articles and monographs in their disciplines. All teachers of the department improve their qualifications at regional, international seminars and trainings in sociology, history, gender policy, public administration, law, migration and other problems of modern society and are holders of many certificates.
Teachers of the department in their classes use interactive methods using modern IT technologies, for example, slide presentations, video lectures, which promote critical thinking and effective mastery of the material being studied.

In recent years, the university has been widely implementing a student mobility program.
