The history of the Faculty of Philology has developed in parallel with the history of the university and dates back to June 13, 1940 when the two-year Teacher Training Institute was opened in Przhevalsk. At that time, the Faculty of Literature had 50 applicants. The first head of the then only Department of Philology was V. V. Kostylev. On April 22, 1953 the Pedagogical Teacher Training Institute named after G. Dimitrov was reorganized into the PSPI (Przhevalskiy State Pedagogical Institute) after which the faculty was considerably enlarged and the department of the Kyrgyz language was opened. In connection with the beginning of foreign language training, in 1996 the Department of English Language Theory was established. A correspondence department was opened in 1967.
Over the years, the Faculty of Russian Language and Literature has made a significant contribution to the development of the theory and history of the Russian language and literature, as well as their teaching methodology at school. The research of teachers, linguists, scientists who worked at PSPI, such as O.V. Ozarovsky, N.G. Tomarchenko, Y.N. Chumakov, V.K. Yantsen, V.I. Shapovalov, A.S. Kantsev, G. Hlypenko, A.D. Mansuza, V.D. Glebov, K. Beisembaev, H. Dootaliev, K. Zhideeva, K. Dobaev have gained wide renown.
The Department of Kyrgyz Philology, founded in the 1990s, was enriched with renowned linguists and writers from other higher education institutions of the country, as well as from the Kyrgyz National Academy of Sciences. In 1992, the Faculty of Kyrgyz Philology was transformed into an independent faculty. The first dean was Doctor of Philological Sciences, Professor K. Abakirov.
In the formation and development of the Faculty, great contribution was made by such prominent representatives of national philology as H.Karasaev, Z.Bektenov, J.Zhusaev, K.Beishembaev, J.Mamytov, B.Zhumabaev, S.Ybykeev, H.Doolotaliev, Sh.Orozakunov, B.Zhaparov, etc.
In the history of its development, the Kyrgyz department was for many years a separate department. The departments of English and Foreign Languages were also part of a separate Institute of World Languages. The Russian language department was part of the Faculty of Russian Philology and Journalism, later Russian Philology and Foreign Languages.

According to the demands of the time and according to the social development, the Faculty was expanded, renamed several times and reorganised in 2012, 2019. In order to optimise the activities of the university, in 2021, the Faculty of Kyrgyz Philology, History, Pedagogy and Art and the Faculty of Russian Philology and Foreign Languages were merged to create the Faculty of Philology.
The Faculty of Philology currently has four departments:
Department of Kyrgyz Language and Literature;
Department of Russian Language and Literature;
Department of Foreign Languages;
Department of English Language and Teaching Methodology;
The Faculty provides training in the following areas and profiles:

Professor-teaching staff of the faculty consists of; 42 people, including 5 doctors of sciences, 12 candidates of sciences; among them there are associate professors and senior lecturers, 13 senior lecturers and 9 teachers, 3 laboratory assistants.
Our faculty includes distinguished scientists, doctors of sciences such as A.Imanov, J.Osmonova, A.Abdykerimova, A.Dunkanaev, S.Abdullaev and many candidates of sciences, who are leading in the country, which has a direct impact on the quality of education.
The staff of the faculty in training and education of students shows high creativity, scientific and methodological search, strong cohesion and exemplary activity. Teachers are in constant search for quality improvement in training competitive, competent professionals who meet the challenges of the modern labor market, capable of developing our region and country, who love our Kyrgyzstan.
Teachers from our faculty publish textbooks, scientific monographs, curricula and research articles for pupils and teachers, for students and teachers of universities, colleges and schools in our country, participate in international forums, conferences, symposiums and improve their qualifications.
Great attention is paid to the education of students, the creation of comfortable conditions for study and development. Students of the Faculty of Philology actively participate not only in the social life of the university, but also in the city of Karakol, participate in international Olympiads, national competitions, academic mobility around the country and abroad.

The Faculty of Philology offers the following areas and profiles of study:

There are licenses for conducting educational-educational activity on the directions “550300 – philological education” “531100 – linguistics”; The educational process of the faculty is carried out in accordance with the approved schedule; There are basic educational programs on each profile of education. ;; The content of the education program meets the mission of the University, the established educational goals, the State Educational Standard higher professional education, approved by the Order of the Ministry of Education and Science of the Kyrgyz Republic from “21” September 2021, № 1578/1, as well as meets the needs of graduates, employers and other interested parties. The Learning outcomes, competences to be formed, scope of activities and qualifications to be obtained as a result of mastering the programmes have been specified and explained to the stakeholders.
On the basis of GOS HPE and SPE working programmes have been developed, the content of which is discussed at the meetings of the departments and approved by the teaching-methodical commission of the faculty and the dean. The students’ guide in mastering the disciplines are syllabuses and individual study plans.
The programme determines the study load of students on the basis of the approved state standard by the Ministry of Education and Science of the Kyrgyz Republic. The academic workload is carried out in credit-hours. The total workload of the Bachelor’s degree programme is 240 credits (credit units). The workload of STL in full-time education for the academic year is equal to 60 credits. The workload of one academic semester is equal to 30 credits (in the two-semester structure of the educational process). One credit equals 30 hours of academic work of a student (including his/her class work, independent work and all types of attestation). The timetable takes into account the student’s workload.
In order to gain practical experience students of educational programs undergo types of internships during training according to the curriculum and schedule of the educational process. For the pedagogical practice the agreement on cooperation and provision of opportunities for all kinds of practices by the students of the educational programs in schools of the city was signed between the Institute and Gorono agreements with organizations and institutions of Karakol were drawn up.
Assessment of the quality of students and graduates includes:
– current,
-Intermediate, which, according to the curriculum, takes the form of examinations.
– the final state attestation in accordance with the national standards of higher education.
For the certification of students and graduates on the compliance of their personal achievements with the phased or final requirements for the programme a base (fund) of assessment tools, including sample tasks, tests and questions, tests, grading scale, criteria for written and oral assignments, allowing to assess the knowledge, skills and level of acquired competencies. Assessment tool bases are developed and outlined in the PLO, approved by the UGI MSU.
Monitoring of progress in individual disciplines is carried out in classes by individual and frontal questioning, control work and application of computer testing, etc. The results of monitoring the progress of students are discussed at the meetings of the Department, Educational and Methodological Council of the Faculty. The general analysis of academic progress is carried out by the Academic Department and the Department of Quality Control of PSU. In the presence of low performance indicators, decisions are taken aimed at improving the quality of knowledge.
Educational work is one of the main activities of the university. The aim is to form the moral qualities of young people, spirit of patriotism, inculcate a sense of love and respect for national and universal values, the development of tolerance in a multicultural, aspiration for self-development. The priority objectives of the educational work of the Faculty are:
Introducing students to healthy lifestyles;
To inculcate love and respect for national traditions;
Shaping the qualities of a modern personality in a multilingual and multicultural environment.
The structure of the educational work unit consists of: Dean and Methodologist of the Faculty, curators of the groups, performing the functions of education in accordance with the job descriptions. Besides, educational work is organized and carried out by the librarian, dormitory teachers, heads of sports events, student council bodies. The general management of the educational process is carried out by the Vice-Rector for Educational Work Atygaev B.I.
Based on the ISU Educational Work Plan, Group Tutor Work Plans have been developed. The curators’ work plans cover a wide range of youth education activities and include activities that accompany students throughout the academic year. Thus, this academic year activities had the following directions:
Organisation of educational activities and youth policy among students of the Faculty of Philology (Establishment of the student council and governing bodies, election of student supervisors, development of the student council’s work plan, creation of WatsApp groups for communication);
Educational and research events (curatorial hours and conferences on the 120th anniversary of K. Karasaev, K. Tynystanov, J. Abdrakhmanov, the 110th anniversary of Z. Bektenov, the Day of Kyrgyz literature, etc.).
3.Research (participation in national Olympiads, competitions, publication of articles in journals and newspapers, grants and projects, etc.);
4.Moral education activities (participation in competitions).
Social-cultural-mass actions (participation in all university and city marathons, marches, subbotniks, organizing parties dedicated to the Teacher’s Day, Student’s Day, New Year, February 23, March 8, Nooruz, University Day, literary evenings, etc.);

Group supervisors regularly hold academic consultations with students in order to support and motivate them to achieve learning outcomes, conduct educational activities with the group, tutor hours, individual counselling in drawing up individual learning paths.
There is a demand for personnel trained at the Faculty of Philology, namely teachers of Russian language and literature, Kyrgyz language and literature, English language teachers, translators, linguists, in urban and rural schools of Issyk-Kul province. Every year requests are received from district and city departments to the SGI Human Resources Department for the placement of graduates in certain subjects. A key indicator of the effectiveness of the programmes can be seen in the high percentage of employment of graduates of teachers of philology. Graduates of budget-funded departments of pedagogical specialities are assigned to schools in Karakol city and villages of Issyk-Kul oblast. Graduates of the contract department are free to choose their place of work.
There is a tendency for employers, when observing professional competences and skills during internships, to offer work placements to graduate students.
Methodological work
The methodical work of the Faculty of Philology is organised in order to provide methodical assistance and improve the qualification of the faculty staff at the Faculty of Philology the Educational-Methodical Commission operates in accordance with the approved plan developed in accordance with the “TSU Strategic Development Plan for 2021-2025”. The Educational-methodical Committee of the Faculty monitors the quality of the syllabus and syllabus formation, organizes master classes, seminars and trainings on teaching innovative technologies and strategies, mastering of the latest standards, conducts trainings for young teachers, etc. During the academic year 2021-2022 the Educational-methodical Commission of the Faculty organised master classes for the teaching staff in electronic journal management, electronic administration of questionnaires, seminars for discussion of the new standards.
The teaching staff of the Faculty of Philology participate in short-term research and pedagogical internships and business trips, exchange experience, participate in seminars and courses of other educational and scientific institutions both in Kyrgyzstan and abroad. For example, docent of department “English language and methodology of its teaching” Iysaeva A. at University of Vienna (Austria) on 3-month training program Earnst-Machbetreuung stipendium, docent of department “Foreign languages” Abdyrakmatova N. invited to University of Thessaloniki (Greece) on two-week courses of professional development.
Teachers of the Kyrgyz language and literature department work extensively with the Aitmatov Institute of Language and Literature, the J. Balasagyn Kyrgyz National University, the K. Karasayev Bishkek State University, the I. Arabayev Kyrgyz State University, the Osh State University, and many others. The teachers of the Department of Russian language at the Kyrgyz National University named after J. Balagyz, K. Karabayev Bishkek State University, Osh State University and many others. Teachers of the department of “Russian language and literature” actively cooperate with universities in Russia and neighboring countries, such as Moscow State Pedagogical Institute, Kalmyk State University named after B. Gorodovikov, Syktyvkar State University, and others. The Russian Language and Literature Departments actively cooperate with universities in Russia and abroad, such as the Moscow State Pedagogical Institute. Teachers are working on teaching materials for Bachelor’s and Master’s programmes as well as for school programmes. Thus, from the Department of the Kyrgyz language, Doctor of Philosophy, Professor Abdykerimova A. et al. developed a textbook for undergraduate students “Introduction to General Linguistics”, Associate Professor Koilubaeva A. published “Kyrgyz Language” for 5th grade, and teachers Koilubaeva A. and Tyumenbaeva J. published a textbook “Models of Modern Lessons in Kyrgyz Language”. Over the years, the faculty has trained thousands of teacher-philologists. Many of them are still working in different parts of our republic and abroad. As the earliest staff members were teachers of Russian language, a great deal of history and geography have graduated from this specialty.
